Lesley Thomas, City Engineer & Deputy Director 
City and County of Denver Public Works

Lesley Thomas is the City Engineer for the City and County of Denver and Deputy Director for Denver Public Works. Lesley oversees Denver’s capital projects management, right of way services and enforcement functions. Under Lesley’s leadership, Denver Public Works has celebrated the completion of dozens of critical infrastructure projects that have worked to improve travel safety and reliability, increase mobility, reduce flood risks and make Denver more sustainable and resilient.  Lesley’s teams are working with RTD on the implementation of FasTracks and with CDOT on its I-70 reconstruction project. Lesley managed the construction of Denver’s $378 million Justice Center complex, continues to oversee execution of the multi-faceted $550 million Better Denver Bond package passed in 2007, and developed Denver’s Strategic Transportation Plan.

 Lesley began her career with Denver Public Works in 1990 after nearly 10 years as an engineering consultant.  Lesley accepted the position of City Engineer and Deputy Director of Public Works in 2002. During her 27 years with the City, Lesley has created strong planning and engineering teams within Public Works and executed citywide directives which put forth three major bond issuances. Lesley currently serves on the Better Denver Bond Executive Committee, is a member of the Denver Public Works Executive Team, and serves on Mayor Michael Hancock’s Development Team. Lesley is also Denver’s first female City Engineer!

Jill Ferguson, Procurement Manager
City and County of Denver Public Works Finance and Administration

Jill Ferguson is the Procurement Manager for Denver Public Works Finance and Administration. Jill oversees all innovative, professional services and construction procurements for Denver Public Works.  

After graduating from DU Law school, Jill went to work as an attorney for nearly 15 years practicing litigation in the Denver courts, then, after working at CDOT for almost 10 years, Jill joined Denver Public Works in 2015 contributing her expertise in government procurement and contracts.   

 

David Huntsinger, P.E., Director, Capital Projects Management
City and County of Denver Public Works 

David Huntsinger, Director with the City and County of Denver Capital Projects Management, with over 28 years of service with the City. David brings extensive experience in transportation design, construction and operations. David is responsible for most capital projects that are designed and constructed for the City of Denver.

David joined City and County of Denver in 1989 and has worked in several divisions in Public Works including Wastewater, Street Maintenance, Transportation and Engineering. He started his career as an Engineering Aide and went to school at nights to get his engineering degree. During his career he has worked as an inspector, and Engineering associate and every level of engineer up to his current position as Director of Engineering.

David was instrumental in the construction of two of the sports venues in Denver. He reviewed, permitted and inspected all of the road construction around both Pepsi Center and Mile Hi Stadium. David has a wealth of emergency training and certification that helped him with the planning and implementation of the operations plan for the Democratic National Convention in 2008. His knowledge of operations helped him create and manage the residential snow plow program from 2006 – 2016. 

David is a native Coloradoan and alumni of University of Colorado—Denver. He received a B.S degree in Civil Engineering. David is Married and has two children, son Nathan and daughter Alexis who also attends University of Colorado Boulder and three step children Allison, Drake and Reagan.
